Can you be considered good if you don`t do anything bad?

When a person is not doing anything bad..
that unnecessarily mean that he is good..
a bad person will be doing bad things
and the good one will be doing good
but doing nothing will be just as bad..
This is kind of hard to understand
but let me explain by giving an example..

Can we call someone..let`s say a Congressman
who never had been involved in any shenanigans and
who didn`t enrich himself in his many years in office
but who has not penned into law anything all those years..
a good public servant?
No we can`t..he`ll still be considered a bad congressman.
To be good we need to do something good ..and that is
something which is expected of us.

 I remember one trait of a person suffering from Schizoid Personality Disorder when Dr. Boholst said, it's not what a man did but the fact of doing nothing that makes him an SPD. He says that hatred is not the opposite of love or the worst thing but INDIFFERENCE.
... juz my kiddie thoughts

 ..I can`t help but smile whenever I remember what I overheard in a campaign rally there in our town..the candidate is attacking his rival and goes.." My rival is saying that in his many years as mayor he never did anything bad or illegal.. let`s say that he`s telling the truth..which I doubt..but it`s not the problem..the real problem is that he didn`t do anything good either!"
